ROCHESTER TOWNSHIP BOARD - MEETING MINUTESROCHESTER TOWNSHIP BOARD MONTHLY MEETING NOTICE Rochester Town Hall Thursday, September 13, 2007 Present: Brian Mueller, Gary Swenson, Gary Donovan, Brenda Dicken, and Douglas Butler Absent: Jeff Orth Guests: Deputy Valerie Coe and Dan Fenske Brenda Dicken called the meeting at 7:00PM Minutes - Brian Mueller made a motion to approve the August 9th 2007 minutes (correction on Kent Sulem). Douglas Butler seconded the motion; it was voted on and approved. Dan Fenske request for additional trailer in A-2 zone – Dan was present to inform the board of his intent to put a second trailer house on his property on 50th Avenue SW. Dan Fenske said that he has a trailer on his property and is thinking about adding another trailer and maybe tying them together for a four bedroom house or he may use the new trailer as his residence and use the old trailer for a shop. He currently has two other camp trailers on his property and some building material. Brenda said she would like to talk to Gary Pedersen at TCPA and see that the proper permits are acquired for the septic and well. Dan said he has a approved septic permit and he has also contacted a well driller to install an approved well, however neither has been completed so far. Brenda said the she would get a list of what is required from TCPA and get back to him. Census Bureau update program – Brenda received census information – Brenda and Gary Swenson will look into it. August Flood – Lenny and Gary Swenson met with Don Johnson from FEMA for the initial meeting and will meet the project coordinator next week. Lenny explained the small projects process and how mitigation. It looks like all of our projects would fall under the small project designation. There are five of them: 45th Ave. SW, 8th Street SW, 31st Street SW, Old Valley RD, and 42nd Ave. SW. There were two projects that would require mitigation. The Old Valley Road and 45th Avenue. Lenny said the he would talk to Charlie Rider and see if he could a recommendation in writing on for the new bridge. Douglas Butler moved that we engage McGhie and Betts to work on a proposal for the OLD Valley Road bridge. Brian Mueller seconded the motion; it was voted on passed. (Road Report) Lenny reported they repaved/blacktopped that portion of 8th Street which was removed due to water damage. They also put a tile line to solve the water problem on 8th Street SW. Reports Deputy Valerie Coe’s Report – Valerie reported that it was a very uneventful month in the township other than the flood. Treasurer’s Report
Gary Donovan made a motion to approve treasurers report. Douglas Butler seconded the motion; it was voted on and passed. Brian Muelller made a motion to approve Rochester Township claims # 470 – 486 for $32,772.69. Douglas Butler seconded the motion; it was voted on and passed. Douglas Butler made a motion to approve the JPB claims # 886 – 908 for $ 11,188.94. Gary Donovan seconded the motion; it was voted on and passed. Maintenance Supervisor’s Report – Lenny said that finished brush cutting out in Oronoco and working on some shouldering in theGreen Brier area. They also moved some mail boxes there too. P&Z Commission Report on Einck CUP request - The Einck Condition Use Permit was passed. Gary Donovan asked if the Board wants P&Z to reconsider the noise ordinance and set up a permitting process. Brenda suggested they could discuss this at there next P & Z meeting and bring a recommendation back. Board of Adjustment Report – TCPA Report - Brenda and Lenny said that TCPA lost money $4,000 about last month. Building permits for new houses are way down, they are just getting small jobs with corresponding fees. Brenda handed out a sheet stating that the Olmsted County Township Officers Association are going on record favoring the building of the new electric transmissions lines with conditions. Sheet Attached. They are working on exempting townships elections from the new HVAC rules until 2010. LGA Report - Brenda said that she is waiting for a report from the LGA treasurer. They are planning close down LGA and refund the funds. Old Business Bamber Valley Estates - CI went up to 1.6% in 2006 not 1% change the figure. The agreement with Roger Carlsen (Bamber Valley Estates) is that the township will bill the home owners association for (Was $262.91 per house when the agreement was entered into) $312.98 per house hold on West Hill Drive. The surety agreement that is shown on the agreement for $29,000 is signed by the township but not by the other parties. Brenda will send a letter to Roger Carlsen asking him to notify the homeowners that we are going to start collecting those funds this year. Bowe Property – Brenda did receive a letter from Kevin Harms stating they did approve the drive way request for County Road # 25. Township Picnic report – The picnic was well attended with probably more kids this year. The date and time worked out well. Boulder Creek-road alignment – Gary Donovan said that the main plated road in Boulder Creek (phase 3) is off about 1.5 foot and the private road off of the main is off about 3 feet to the centerline. The township policy is they pave the road to the centerline as indicated on the approve plat. Gary Donovan will tell Matt Fowler that our policy has always been that we pave our township roads to the centerline. We still have a problem with the driveway in Boulder Creek where the water doesn’t run off the road like it should and the culvert replacement has not been done. The board decided to send Steve a letter stating the township is going to take charge of the repairs and bill him for it. Gary Donovan said he will prepare a letter to this effect and have Brenda approve it before sending it to Steve via certified mail.. 8th Street. Warranty Bond – Gary Donovan will check into this and report back at the next meeting. Other Business Life Insurance (see new handout) Gary Donovan made a motion we purchase the group life insurance plan from MATS at 240 annually per member (6). Brenda Dicken seconded the motion; it was voted on and passed. Election September 25th – school board referendum election is coming up on September 25th.
