ROCHESTER TOWNSHIP BOARD - MEETING MINUTES

Thursday, March 13, 2008

Members Present: Brenda Dicken, Gary Donovan, Douglas Butler, Jeff Orth, Brian Mueller, Lenny Laures, and Gary Swenson. Members Absent:

Guests: Yves Quellette, Elizabeth Dunn, and Valerie Coe

Call to order –Brenda Dicken called the meeting to order at 7:03 PM

Minutes of the February 14, 2008 meeting: Gary Donovan made a motion to approve the minutes as corrected. Jeff Orth seconded the minutes; they were voted on and passed.

New Business

Boulder Creek Roads status - Brenda read a letter she sent to Mike Sheehan asking him to draw on the Irrevocable letter of credit for the Boulder Creek Development in the amount of $2,502.60.

Jeff suggested that we be listed as co beneficiary on the promissory notes. It was discussed that maybe we (Town Board) should take over the responsibility of holding the bond.

Discussion of draft septic ordinance - The board discussed our township septic ordinance dealing with the installation and managing of rural septic systems.

Discussion of Cairn Estates Developer’s Agreement - Brenda reviewed the recommendations she received from Peter Tiede on this development agreement. One comment he had, was that our township engineer should review or do the inspections. Gary Donovan will refer the developer’s agreement to the planning & zoning commission for more discussion.

Reports:

Deputy Valerie Coe – Valerie Coe reviewed the local incident report transactions during the last month. The board discussed 48th street and the lack of the cities maintenance on the section that serves our residents. The residents feel the level of service since the city has taken over has gone down. Lenny will talk to the city representative and see if an exchange can be done for service.

Treasurer - Doug Butler made a motion to approve the treasurer’s report. Brian Mueller seconded the motion; it was voted on and passed.

Opening Balance $699,338.22

Deposits $17,316.97

Checks $33,840.96

Ending Balance $682,814.23

Rochester Township Claims - Gary Donovan made a motion to approve claims number #560 – 575 for $22,355.18. Douglas Butler seconded the motion; it was voted and passed.

Joint Powers Claims - Brian Mueller made a motion to approve claims number #1049 – 1073 for $18,329.79. Douglas Butler seconded the motion; it was voted and passed.

Maintenance Supervisor – Lenny Laures reported they mixed the last batch of salt sand a few weeks ago. Lenny is still trying to move (sell) the broom. Mike and he are working on studying for the test for chemical application. They have done a little brush cleaning in the township in the last few weeks.

Board of Adjustment - No meeting

The Township Floor was discussed - Brenda suggested we look at tiling the entryway and office. Lenny suggested we put a quarry tile in that is colored all the way through. Brenda suggested that Lenny and she go and pick out a tile.

P&Z Commission - Meeting coming up next week.

TCPA – Brenda updated the board on the last meeting. There will be an election for officers.

Old Business

Drifens/Ivy Lodge Lighting update – Douglas Butler and Gary Donovan visited with Derrek on February 26th. Derrek said all the globes were painted and the bulbs were reduced to 40 watt. Gary Donovan said the lights on the building are floodlights on the corner of the buildings and directed downward. The only time the floodlights will be on is when they have outside activities.

McGhie & Betts driveway headwall study – Gary Donovan passed out a preliminary copy of study and explained it. He asked the board to review it and get back to him with comments. Gary Donovan suggested that we have Mike here at our next meeting to review this.

SWPPP update – Brenda is still working on it.

Set up road tour date - April 1st, 9AM

Public Works maintenance agreement - Jeff made a motion to accept the Olmsted County Equipment rental rate for 2008, Brian Mueller seconded the motion; it was voted on and passed.

Meeting adjourned - Brian Mueller made a motion to adjourn the meeting. Gary Donovan seconded; it was voted on and passed.
