ROCHESTER TOWNSHIP BOARD - MEETING MINUTES

Rochester Township

Board Meeting

September 11, 2008

Members Present: Gary Donovan, Douglas Butler, Brenda Dicken, Brian Mueller, Lenny Laures, and Gary Swenson. Members Absent: Jeff Orth,

Guests: Deputy Valerie Cole

Brian Mueller called the meeting to order 7 PM

Brenda Dicken approved the August 14th 2008 minutes. Gary Donovan seconded the minutes; they were voted on and approved.

CPDC Update - Gary Donovan reported the agreement was sent to our township attorney and to date has not heard back. The agreement was discussed as well as a possible 2nd access to Meadow Crossing Road. No action was taken.

Salt Sand Shed - Lenny has a couple of quotes to remove the dirt from the hillside for the salt/sand shed. He sent out five requests for quotes and received two back. One was for $8,200 from Braaten and the second from Gopher Septic for $7,900. The material will be loaded and hauled out to Meadow Cross Road. Douglas Butler made a motion to accept the bid from Gopher Septic. Brenda Dicken seconded the motion; it was voted on and passed.

Lenny said the quotes are expected in on Monday September 15th for building material for the salt /sand shed on. He requested the board appoint two board members meet with Cascade to review the quotes for both buildings. Brenda moved that we authorize Jeff Orth and Gary Donovan to review and act on the quotes for the salt sand shed. Douglas Butler seconded the motion; it was voted on and passed.

SWPPP Update – Brenda reported she was e-mailed by Don kyser from MPCA saying he would accept HIS edited version of our third revision of the Township SWPPP. He also sent his version of the new section 7 a & b on impaired waters. Gary Donovan offered to work with Brenda on revising section 7. The Board recommended that Brenda send a letter to U.S. Rep. Tim Walz and to our State Legislators to review the SWPPP issue prior to meeting to discuss the problems we experienced.

City Fire Amendment – Gary Donovan made a motion that we accept the amended fire contract. Brenda Dicken seconded the motion; it was voted on and passed.

Road Side for Wild Life - Douglas Butler talked to a representative of roadside for wild life and would like to continue to explore the possibility of getting involved in this program. The board talked about putting about 1 acre on Old Valley Road in the program in 2009. The section north of the T at the end of Old Valley Road could work.

Reports:

Deputy Valerie Coe - Valerie Coe reported on the activities in Rochester Township this past month.

Treasures Report -

Douglas Butler made a motion to approve the Treasures Report.

Gary Donovan seconded the motion; it was voted on and passed.

RT Claims – Brenda Dicken made a motion to approve Rochester Township claims # 652 – 674 for $26,401.61. Douglas Butler seconded the motion; it was voted on and passed.

JPB Claims - Gary Donovan made a motion to approve the JPB claims # 1189 – 1209 for $12,075.74. Brenda Dicken seconded the motion; it was voted on and passed.

Road Maintenance – Lenny said we just completed 40 hours on wet blade work for Pleasant Grove. The county is now using the tractor. The wet blade is doing a good job. He is working on salt sand shed placement. We purchased salt for $52 per ton earlier this year and today it is going for $95 per ton.

Board of Adjustment – No Meeting.

P & Z Commission – No Meeting.

TCPA – Brenda Dicken reported they made money this past month. TCPA decided to set the reserve limit (trigger) at $30,000, once it goes below we would access the member townships for an additional assessment. The assessment per township will be based on the percentage of use.

Review of Picnic - Douglas Butler reviewed the summer picnic.

Meeting adjourned - Douglas Butler made a motion to adjourn the meeting at 9: 40 PM, Gary Donovan seconded the motion; it was voted on and passed.
