ROCHESTER TOWNSHIP BOARD - MEETING MINUTES

July 13, 2006

Guests: Norm Olson, Mark Murch, Art Reckinger, Bill Reiland (sheriff’s department)

Gary Donovan called the meeting to order at 7:05

Minutes – Jeff Orth made a motion to approve the minutes as amended, Douglas Butler seconded the motion, and it was voted on and passed.

Audit Findings - Mark Murch presented the audit findings for the year ended December 31, 2005 and answered questions from the board. He stated that the financial statements present fairly, in all material respects, the financial position of the governmental activities, each major fund, and the remaining fund information of Rochester Township as of December 31, 2005. The audit results were forwarded to the State Auditors Office as required by law.

Mayo Woodlands Traffic Count - Bill Tointen from McGhie and Betts sent a request for a traffic count to Mike Sheehan. Mike said the county will not do it, Bill Tointen said he will see that it gets done and it will get paid for by the new owners of Mayo Woodlands.

Acceptance of 8th Street – Lenny met with Geoff Griffin on 8th Street, Geoff agreed on the corrections and had Schumaker Construction come in and fix the concerns to our satisfaction. Jeff Orth moved that we accept 8th Street on condition that three survey pins get replaced. Brenda Dicken seconded the motion; it was voted on and passed.

Gary Donovan mentioned that the township owns a drainage easement across Gerald O’Brien’s property that we no longer need. Douglas Butler made a motion to vacate the westernly drainage easement on the O’Brien property, Brenda Dicken and Brian Mueller seconded the motion, it was voted on and passed.

Community Policing – The captain of the patrol division, Bill Reiland, came to introduce himself, he will be the contact for our community policing agreement. Gary Donovan said that representatives of the four townships met with the sheriff Borchardt to review and discuss the contract.

Jeff Orth said that he talked to the law enforcement representative about the problem of excess speed on Ettenmore lane and 8th Street. There was some discussion on what the speed limit is. Lenny will get together with the city and county. Brenda Dicken moved that Lenny Laures have the authority to work with the property authorities on getting the speed limit set and posted on Ettenmoore Lane and 8th Street East and West. Douglas Butler seconded the motion; it was voted on and passed.

Community septic inspections /Subdivision Ordinance amendment??

Subdivision ordinance has a gap in it where there is no septic inspections required. Lenny Laures called GGG and had them inspect the sewer lines being installed in Mayo Woodlands. They found that they were backfilling them with black dirt and sand where gravel are required. They were stopped, and replaced the fill with the proper material.

The board asked the Clerk to send a letter to Mr. Holtegaard informing him that the Township will be hiring GGG to inspect the latest development in Boulder Creek and as our agreement indicates the cost will be paid by the development.

Treasurer’s Report – A motion was made by Brenda Dicken to approve the treasurer’s report. Douglas Butler seconded the motion; it was voted on and approved.

Rochester Township Claims - ; Brenda Dicken made a motion to approve the Rochester Township claims from 271 to 285 for $16,216.90. Douglas Butler seconded the motion; it was voted on and passed.

JPB Claims - Brenda Dicken made a motion to approve the JPB claims 567 thru 588 for $8755.33. Douglas Butler seconded the motion; it was voted on and passed.

Douglas Butler made a motion to approve the audit report as presented by Mark Murch. Brenda Dicken seconded the motion; it was voted on and passed.

Road Report - Lenny was disappointed with the rock we have received from Paulson’s Quarry for the roads because of the lack of finds. We finished mowing for Oronoco Township and City and have billed them.

Brenda Dicken make a motion that Gary Donovan send a letter to Dr. Mike Torchia asking him to take care of the noxious weeds on his property and site that he is in violation of the state law. Brian Mueller seconded the motion and it was voted on and passed. (Noxious weeds state of MN)

TCPA – Brenda Dicken reported that TCPA is in the black.

LGA - Brenda Dicken updated the board on current LGA.

Planning and Zoning – Douglas Butler no meeting

Board of Adjustment – Brenda Dicken reported that Brian Kreifels submitted a request for a variance on a garage and it was granted at the Board of Appeals meeting on May 31, 2006.

Fire Contract – There was a meeting with the township representatives and David Kapler from the Fire Department. It was agreed that David Kapler will call an annual meeting to review the contract. Gary Donovan will meet with David Kapler and review the distribution of costs to the township. It was suggested that we have the meeting earlier in the year so that rate revisions can be reflected in budget proposals for the annual meeting.

Annual Picnic review – It was the consensus that it was a success and we should do it again.

Meeting adjourned at 10:30 PM. Douglas Butler made a motion to adjourn the meeting, Brian Mueller seconded the motion and it passed.
