ROCHESTER TOWNSHIP BOARD - MEETING MINUTESThursday, June 11, 2009 Board Minutes Members Present: Gary Donovan, Brenda Dicken, Brian Mueller, Jeff Orth, Lenny Laures and Gary Swenson. Members Absent: Douglas Butler Guests –Homer Tompkins, Pete Czaplewski, Bruce Borgerding and Val Coe Meeting called to order by Jeff Orth at 7:00 PM. Minutes –Brenda Dicken made a motion to approve the May 14, 2009 minutes. Gary Donovan seconded the motion; it was voted on and passed. Southport 29th Street extension - Jeff Orth and Brenda Dicken met with Mike Nigbur and Curt Johnson (Bowels) on the 29th street extension. Mike Nigbur said 29th street road is needed for an exit from that sub-division. The second item that was discussed with Mike Nigbur was the proposed road going to the east from the new Fire Hall behind Menards. Paving of Meadow Crossing Road - Gary Donovan said Homer Tompkins has been in contact with our Township lawyer (Peter Tiede) working on the road agreement. The board and Homer discussed the wording on the $5,000 per lot fee. Brenda Dicken suggested that we get an appraisal confirming the value added per lot for the paving of Meadow Crossing Road. After some discussion, it was decided we change the assessment period to six years, knowing the developer will reimburse the township for any balance the township up fronted for paying ½ of the road within four years. It was decided Jeff Orth would set a special meeting with our attorney and the developer’s attorney and notify the parties involved. Yard Junk in Southport – Jeff Orth and Brenda Dicken did drive around Southport to see if there were any violations (junk cars, etc) to the township ordinances. They felt things were improved and no obvious violations. Charter Communications Franchise Fee – Brenda Dicken said the city gets 5% from Charter Communications, Charter Communications then passes that same cost on to their customers. No action was taken to request a franchise fee for Rochester Township. Brenda Dicken made a motion to sign the resolution giving consent to Charter Communications restructuring. Gary Donovan seconded the motion; it was voted on and passed. The signed document will be held untill we talked to Peter Tiede. New Business – Pool Fence- Bruce Borgerding’s neighbor has a pool in his back yard without a fence around it. Rochester Township’s ordinances require a fence around the pool. Mr. Hess (the owner) is responsible to put a fence up around his pool by Monday (to be within 60 days). Reports – Deputy Val Coe - Deputy Val Coe reviewed her monthly calls within the township. Treasurer’s Report - Gary Donovan made a motion to approve the treasurer’s report. Brenda Dicken seconded the motion; it was voted on and passed. TREASURER's REPORT
RT Claims - Brenda Dicken made motion to pay RT Claims # 803 – 821 for $31,914.22. Brian Mueller seconded the motion; it was voted on and passed. JPB Claims - Brenda Dicken made a motion to pay the JPB Claims #1426 – 1457 for $23,892.57. Gary Donovan seconded the motion; it was voted on and passed. Lenny Laures – Lenny reported the chloride is down in the township. Chris is on vacation this week, Mike next week. Bobcat’s new planner and grapple are working out. We are waiting on blacktopping; it is usually done on schedule by now. Discussed the work needed on 40th street. TCPA – Brenda Dicken and Lenny reported on the TCPA meeting. We now have land spreading (industrial waste) permitted, as a conditional use. At the TCPA meeting they were suggesting we have it as a temporary permit rather than conditional use. Temporary permits do not follow landowner, where a conditional use permit would pass to the new landowner. July 23rd we are hosting Olmsted County Township Officers Association- July 23rd Talk to Marion Township about coordinating the event. Meeting Adjourned –Gary Donovan made a motion to adjourn the meeting and Brian Mueller seconded the motion; it was voted on and passed.
