ROCHESTER TOWNSHIP BOARD - MEETING MINUTESMay 10th, 2007 Members Present - Brenda Dicken, Jeff Orth, Douglas Butler, Lenny Laures, Brian Mueller, and Gary Swenson Absent - Gary Donovan Guests - Mr and Mrs Denny Bowe, Deputy Valerie Coe and Art Reckinger Minutes - Jeff Orth made a motion to approve the minutes as corrected. Douglas Butler seconded the motion; it was voted on and passed. Deputy Valerie Coe - Valerie Coe turned in the monthly incidents report for Rochester Township. She also told the board about a speed control monitor that she put on 8th Street and 45th Ave. New Business: Brenda Dicken stated that the board held a public hearing on May 1st. on the Bruce Ryan appeal on the Quarry decision. No discussion can be held until our June 14th meeting. Presentation by Bill Tointon of proposed residential development – Mr. & Mrs. Denny Bowe are proposing a 21 lot development on a 93 acre parcel. The board discussed some changes in Old Valley Road, currently the elevation is at about 1036 feet and it needs to be raised about 2 feet to meet the 10 year flood level. They are not asking for a land use change, just a zone change. 2nd Proposal by Bill Tointon - The property north of 40th street across from 11th Ave. was discussed. The owner would like to have a change in zoning ordinance so they could have an accessory building without a residence on that location. Lenny suggested that we could grant a variance because, due to the roadwork on 40th street, they were required to tear the house down. County Land Use Plan Update - Lenny Laures reported it looks like the county might be loosening up on commercial areas in the township. Headwall / ROW obstruction study – Nothing New Personnel drug testing protocol – Doug Butler did meet with Cascade Township Board and they adopted the interim policy. Follow-up on garage sale problem in Conway Court – Brenda Dicken will follow up with Roger Irhke to see if he sent a letter to them. Review of Township Road Tour and Rivendell Woods water runoff – Lenny reported they will be blacktopping on the week of the 21st on Meadow Crossing Road. The vendor will be responsible to have flagmen for safety reasons. Art Reckinger noted there are six check dams slowing down the water coming down the ravine in the Rivendell Woods area. They were installed last year and should be monitored to see if they actually solve the water run off problem in that area.
TREASURER's REPORT
Treasurer’s Report – Douglas Butler made a motion to approve the treasurer’s report. Jeff Orth seconded the motion; it was voted on and passed. RT Claims - Jeff Orth made a motion to approved the claims #418 – 428 for $18,332.26. Douglas Butler seconded the motion; it was voted on and passed. JPB Claims – Brian Mueller made a motion to approve the Joint Powers Claims # 806 – 822 in the amount of $9,339.94. Jeff Orth seconded the motion; it was voted on and passed. Maintenance Supervisor’s Report – Lenny reported that Rochester Sand and Gravel will start paving Meadow Crossing Road on the week of the 21st of May. He received a few complaints on the brush cutting in the Township. He did go out and look at the properties where people called in and discussed their concerns. Lenny stated that the policy is this--trees up 2 feet tall and less than 6” in diameter that are in the right-of-way can be cut down. P & Z Commission Report – No meeting TCPA – Brenda and Lenny reported on the land use plan - Building permits are down, and very few homes are being built. LGA - Brenda Dicken received a call from our lobbyist, things are just at a stand still in the house and senate. There is little to no discussion on annexation in both houses. There seems to be very little interest in the townships in LGA. Meeting adjourned- Jeff Orth made a motion to adjourn at 9:10PM. Brian Mueller seconded the motion; it was voted on and passed.
