ROCHESTER TOWNSHIP BOARD - MEETING MINUTESJanuary 10, 2008 Members Present: Brenda Dicken, Gary Donovan, Douglas Butler, Jeff Orth, Brian Mueller, and Gary Swenson. Members Absent: Guests: Yves Quellette, Derrek Mazula, and Valerie Coe Brenda Called the meeting to order at 7:02 PM Minutes - Gary Donovan made a motion to approve the minutes. Douglas Butler seconded the motion; it was voted on and passed. Drifens/Ivy Lodge outdoor lighting issue – Derrek Mazula brought a sample of one of the lights where the top half of the globe painted with a material so the light will be forced down and not up or out towards the neighbors. Yves, a neighbor said he did not think this would solve the problem because some of the connecting properties are lower than the Ivy Lodge. The second issue, Derrek Mazula is having his driveway plowed and will ask the contractor to plow a bigger area on the common driveway into the property. Brenda suggested that we have Derrek paint the balance of the globes and see what it looks like after the change, and discuss this next month Ann Lynch - Brenda Dicken asked a few area legislators if they could attend our January meeting. Ann Lynch discussed state bonding, roads and infrastructure, gas tax and indexing it, and property tax. Boulder Creek Roads status - Brenda talked to Mike Sheehan about the process of turning a claim in on the Boulder Creek performance bond. Mike talked to the bank holding the bond and informed them what happened and was told the bank would notify the bonding holder and Mr. Holtergaard. Amendment to GDP for City Development at 48th Street and Hwy 63 – Brenda explained this (see hand out for more detail). Township Recognition Dinner plans - The township recognition dinner will be on January 11th at Soldier’s Field Best Western. Set Budget Meeting - Our Township budget meeting will be February 7th at 7PM. Annual Meeting and Newsletter - Election judges Brian Mueller & Gary Donovan, March 11, 2008. Possible agenda items - Sheriffs Contract, Head Wall Study, Animal Control Process, Storm Water Management, equipment update, and audit. Deputy Valerie Coe - Another quiet month for Rochester Township. Dealt with a noise issue in Heritage II. An individual from Windsor Court asked to park cars in our lot on a Saturday in July or August and park on one side of the road so as not to block the roadway. TREASURER's REPORT
Treasurer - Gary Swenson 12/31/07 balance $725,312.60 Gary Donovan made a motion to approve treasurer’s report. Jeff Orth seconded the motion; it was voted on and passed. Douglas Butler made a motion to transfer funds from general fund to the reserve account in the amount of $40,000 and fire account of $12,750. Gary Donovan seconded the motion; it was voted on and passed. RT Claims – Jeff Orth made a motion to approve the R. T. claims number 535 – 548 for $28,040.34. Brian Mueller seconded the motion; it was voted on and passed. JPB Claims - Jeff Orth made a motion to approve the JPB claims number 989 – 1020 for $34,211.32. Brian Mueller seconded the motion; it was voted on and passed. Maintenance Supervisor – Lenny Laures reported that he met with and settled up with Olmsted County on hours and sand used this past year. He purchased and installed a blue tooth system for Mike’s truck. He also purchased safety jackets for the crew and had them on display. Board of Adjustment - No Meeting P&Z Commission – No Meeting TCPA – Brenda and Lenny updated the board on January’s meeting. They decided to increase fees about 4% starting in 2008. LGA – The newsletter is going out and the treasurer will send out the checks. Roger Carlsen--Bamber Valley Estates Road Maintenance Letter - Brenda mailed a letter to Roger Carlsen with an invoice in the amount $3,129.80 to pay for 2007 road service for those residents that live off West Hill Drive but also live in the city. Update on McGhie & Betts Driveway Headwall Study - Lenny talked to the Cascade board members and they do want to share in the study. The cost of the initial study is $2,850 and Cascade is willing to pay 50%. The total cost of the project will be about $11,000. SWPPP update - Brenda has sent this in, this is the third revision and the final. Meeting adjourned - Gary Donovan made a motion to adjourn the meeting.
