ROCHESTER TOWNSHIP BOARD - MEETING MINUTESThursday, November 12, 2009 Board Minutes Members Present: Gary Donovan, Brenda Dicken, Douglas Butler, Brian Mueller, Jeff Orth, Lenny Laures and Gary Swenson. Members Absent: Guests: Bruce Borgerding and Deputy Val Coe Jeff Orth opened the Town Board meeting at 7 PM. Minutes – Doulgas Butler made a motion to approve the minutes as amended. Gary Donovan seconded the motion; it was voted on and passed. Gary Donovan gave an update on the tree removal. The township will pay Jim Whiting $644.25 for tree planting ($300.00 will be later subtracted from the Road Contractors invoice). Abolt Construction billed us $160.00 for co-ordinating movement of the seven spruce trees. Gary Donovan made a motion to approve the two bills. Brenda Dicken seconded the motion; it was voted on and approved. Lenny Laures asked if we should put 2” or 1.5’ down this year (asphalt) on Meadow Crossing Road. Lenny recommended 2” layer and the board concurred. Lenny Laures was contacted by a representative from DNR and he told him we were not going to enroll in their native grass in the road side ditch program. Lenny will buy the seed, and we will do it ourselves. It will save us from enrolling in their 10 year program and their mowing regulations. G-Cubed letter on inspection of Bituminous surfacing – The cul-de-sac in Carinbrae was constructed to the required standards. Swimming Pool Fence – Brenda Dicken sent a letter to the residents with pools in Rochester Township stating that a pool fence is required. The letter stated they have to be in compliance with the pool fence next year before they open the pool for the 2010 season. Southport Junk – Brenda Dicken and Jeff Orth drove through Southport and observed the residence that drew the complaint. Brenda sent a letter asking the individual to clean up the area discussed. Deputy Val Coe - Deputy Coe reported some domestic problems in the township and barking dog problems. TREASURER's REPORT Treasurer’s Report –Brian Mueller made a motion to approve the treasurer’s report. Gary Donovan seconded the motion; it was voted on and passed. MM- Opening Balance $635,248.43 Checking-Opening Balance $236,991.92 Checks Written -$52,417.17 Deposits $3,914.24 Closing Balance $823,737.42 RT Claims - Brenda Dicken made a motion to approve claims # 886- 902. for $14,2280.78 less claim from Hathaway tree service $3,528. Douglas Butler seconded the motion; it was voted on and passed. JPB Claims - Brenda Dicken made a motion to approve the JPB claims # 1590 – 1612 for $22,628.09. Gary Donovan seconded the motion; it was voted on and passed. Road Report - Lenny Laures reported they have been working on Meadow Crossing Road and also dealt with the first snowfall. We have a problem with an oil leak on our motorgrader. Drifens – Gary Donovan said he talked to Derek Mazula and they are not going to renew their conditional use permit. The Town Board will follow procedures in disposing of the CUP or let it expire with no action. Board of Adjustment – No meeting. Planning & Zonning – No meeting. TCPA – No Meeting MPCA Audit - Brenda received a letter stating that we will have a SWPPT audit in January and will work with them on a date. MATTs Convention - On Friday, November 20, 2009 MATTs will have there convention in Rochester. Registration is $140.00 each. Douglas Butler made a motion to reimburse Township officials for their registration fees. Gary Donovan seconded the motion; it was voted on and passed.
