ROCHESTER TOWNSHIP BOARD - MEETING MINUTESThursday, October 14, 2010 Board Minutes Members Present: Gary Donovan, Brenda Dicken, Jeff Orth, Douglas Butler, Lenny Laures, Brian Mueller and Gary Swenson. Members Absent: Guests: Val Coe, and Bruce Borgerding Minutes - Brenda Dicken made a motion to approve the minutes for September 9, 2010. Jeff Orth seconded the motion; it was voted on and passed. Douglas Butler recessed the meeting for a public hearing. Douglas Butler opened the Public Hearing. Travis Ohly presented the Resolution for Vacating a Portion of a Utility Easement located in Richland Estates First Subdivision. Jeff Orth made a motion to approve the resolution vacating a portion of a utility easement located in Richland Estates First Subdivision situated on the Westerly line of Lot Five (5). Brenda seconded the motion; it was voted on and passed. Douglas Butler closed the public hearing. Doug reconvened the regular meeting. Deputy Val Coe – Picked up another stray dog and brought it to the city kennel. Deputy Coe also reviewed incidents in the township this past month. Old Business- Land Use Plan - Still on hold. Olmsted Planning Advisory Commission - Brenda Dicken and Bruce Borgerding updated the board on what happened at the Olmsted Planning Advisory Commission in regards to the Photovoltaic Energy Farms. Home Business – Changes in the county’s Home Businesses Ordinance was discussed. It was suggested the re-write by Phil Wheeler should be condensed just to exclude adult entertainment. (Look at the Olmsted County Planning Minutes sent out) The board suggested that we have Brenda Dicken send a rewrite of the Home Business Ordinance to Phil Wheeler. Head Wall Removal Ordinance - Gary Donovan passed out a revised copy of the Headwall Removal Ordinance for discussion. Gary Donovan suggested that the board or a few members on the board review the Headwall obstructions and take on the most severe obstructions first. The board decided to start with a few and proceed through the eighteen identified by McGhie and Betts, Inc. Jeff Orth made a motion that we deal with the top eighteen cases, starting with the one with the highest ranking first, according to the report done by McGhie and Betts. Then over the next three years aim for a goal of 6 per year. Gary Donovan seconded the motion; it was voted on and passed.. It was suggested that we hold a public hearing at our November meeting. New Business Flood Damage - The recent flood damage was very minimal for our township. Reports Maintenance Road Report - Lenny reported no additional paving was done. There is a small bump on the Meadow Crossing Road just next to the Swenson’s driveway. Lenny asked McGhie and Betts, Inc. to check into it. The new truck is in. Lenny was asked from Mack Trucks and the truck body company to have our truck on display at the Fall State MAT’s Meeting, there would be no cost to the township, and they would provide a back up snowplow. Lenny suggested that we send an agreement to the sub-divisions where we plow snow, where the roads have not been accepted. Saying we will move the snow so the road is passable with not accepting them, and our action in removing the snow does not signal acceptance. Jeff Orth made a motion to approve the treasurer’s report. Brenda seconded the motion; it was voted on and passed. Brenda Dicken made a motion to approve the Rochester Township claims # 1062 – 1077 for $ 139,459.50. Gary Donovan seconded the motion; it was voted on and passed. JPB Claims - Jeff Orth made a motion to approved the claims # 1865 – 1886 for $18,726.90. Brian Mueller seconded the motion; it was voted on and passed. Board of Adjustment – No meeting Planning & Zoning – No meeting TPCA - Brenda reported TCPA made money last month, still down for the year about $15,000. Brian Mueller made a motion to adjourn the meeting at 9:30PM. Gary Donovan seconded the motion.
