ROCHESTER TOWNSHIP BOARD - MEETING MINUTES

Thursday, October 8, 2009 Board Minutes

Members Present: Gary Donovan, Brenda Dicken, Douglas Butler, Brian Mueller, Jeff Orth, Lenny Laures and Gary Swenson. Members Absent:

Guests: Bruce Borgerding, James Johnson and Deputy Val Coe

Jeff Orth opened the Public Hearing on the proposed parking ordinance. The board opened it for discussion. Jeff asked if there were any comments from the audience. No questions or comments from the floor.

Doug Butler made a motion to close the public hearing. Brenda Dicken seconded the motion; it was voted on and passed.

Jeff Orth opened the Town Board meeting.

Brenda Dicken made a motion to adopt the new parking ordinance. Gary Donovan seconded the motion; it was voted on and passed.

Minutes - Gary Donovan made a motion to approve the minutes as amended. Douglas Butler seconded the motion; it was voted on and passed.

Brian Mueller made a motion to approve the on sale liquor license for Meadow Lakes, Gary Donovan seconded the motion; it was voted on passed.

Deputy Val Coe - Deputy Coe reported on two fires in Rochester Township this past month. She also responded to a call for speeding on Meadow Crossing Road. The board decided to put a 30 MPH speed limit sign in the Meadow Crossings development. Lenny Laures will talk to Homer Tompkins and ask him to pay for the signs. The board reviewed the incident report.

Bargen Inc. - James Johnson from Bargen Inc. explained the work that was done on 40th Street.

40th Street - Lenny Laures suggested we meet with Mike Sheehan to see if we can get some financial help from them on rebuilding our section of the road. Jeff Orth and Lenny will set up a meeting with Mike Sheehan and discuss a long range plan.

Paving Meadow Crossing Rd - Gary Donovan said the bid was accepted. There will be a follow up meeting on Wednesday Oct. 14 about the removal of trees and the additional area needed for temporary construction.

Pool Issue - Brenda Dicken reported back on her pool discussion with the county staff. Phil Wheeler said that Federal regulations stated that a locking pool cover was not adequate. Gary Pedersen suggested we send a letter to the individuals in the township interested in this issue and state that our position is to follow the ordinance as written. The township will see how the county resolves this issue. Brenda will send the letter out to those individuals . New Business – Request for additional Streetlight on Westhill Dr. SW - The town board reviewed the request and did not have a problem with it. Lenny Laures will check and make sure it is a directional light.

SouthPort noise concern - Jeff Orth and Brenda Dicken will look into the concern.

Treasurer’s Report -Douglas Butler made a motion to approve the treasurer’s report. Brenda Dicken seconded the motion; it was voted on and passed.

MM- Opening Balance $664,194.41 Checking-Opening Balance $967.40 Checks Written $40,606.21 Deposits $247,684.75 Closing Balance $872,240.35

RT Claims - Brenda Dicken made a motion to approve claims # 871- 885 for $45,365.09. Douglas Butler seconded the motion; it was voted on and passed.

JPB Claims - Gary Donovan made a motion to approve the JPB claims # 1529 – 1589 for $10,473.11 and Brenda Dicken seconded the motion; it was voted on and passed.

Road Report - Lenny said they finished paving on Westhill Dr. SW and patching on 45th Ave. Also finished mowing in Haverhill Township. He reported on JPB equipment committee, a party is interested in our 2000 Mack. Board of Adjustment – No meeting. TCPA–No Meeting

Meeting Adjourned - Brian Mueller made a motion to adjourn the meeting. Brenda Dicken seconded the motion; it was voted on and passed.
