ROCHESTER TOWNSHIP BOARD - MEETING MINUTESThursday, September 10, 2009 Board Minutes Members Present: Gary Donovan, Brenda Dicken, Lenny Laures, Douglas Butler, Brian Mueller, Jeff Orth, and Gary Swenson. Members Absent: Douglas Butler Guests: Dale Hayes, Dan Zemke, Bruce Borgerding, and Val Col. Jeff Orth called the meeting to order at 7PM Brenda Dicken made a motion to approve the August minutes. Gary Donovan seconded the motion; it was voted on and approved. Gary Donovan made a motion to approve the minutes from the special meeting August 19th. Brian Mueller seconded the motion; it was voted on and passed. Meadow Crossing road - Dan Zemke said the road was set for 7-ton road; Lenny suggested that it really is a collector road and should be a 9 ton designed road. If we add another 12 inches of rock we will have a 9-ton road. Dan handed out his proposal for an advertisement for bids for Meadow Crossing Road. Because of the estimated cost of the road, Dan thought we would need the bid out for three consecutive weeks. The next construction bulletin that we could get it in would be September 18th. Lenny said the State is recommending 10-ton roads and he recommends it be a 9-ton road. Gary Donovan said that making this a 9-ton road would mean the Township would have the responsibility to pay for the additional cost. Lenny Laures will check with MATS to find out the bidding timetable. Lenny asked if we could build in an ending date to get the project done. The consensus was that it would be nice to get the road constructed this season and possibly get it blacktopped too. Gary Donovan made a motion to accept the advertisement for bids on this project, with the exception of the date, that will be determined. Brenda Dicken seconded the motion; it was voted on and passed. Gary Donovan said when the road was built the centerline coming down the hill was 10 feet off center. When the phone lines were put in that area they were on private property. Lenny suggested that we put in right-of-way markers in this area so that it is evident the road is not in the center of the right-of-way. Swenson was requested to review the minutes around summer of 85 to 86 to see if the right of way issue was resolved. Check and see what minutes and records are here and what is at the History Center. Record this information in the reorganization sheet for 2010. Parking Ordinance - Gary Donovan asked for a clarification on where a vehicle can park in the proposed ordinance. Lenny said they want them off the road, so that all the wheels are off the roadway. It was suggested we have a public hearing at our next meeting. Brenda Dicken moved we hold a public hearing at the October 8th board meeting at 7 PM. Gary Donovan seconded motion; it was voted on and passed. Deputy Val report - Val went over the incidents in Rochester Township this past month. Summer Picnic - Served about 75 -80 people. Brenda turned in a bill for $153.08 and Lenny bought ice and water for $12.00. Swimming Pool - Brenda Dicken talked to Matt Flynn, Mike Podulke, and Tom Twietd about this issue and asked them to address this issue. Brenda also talked to Peter Tiede who suggested we hold off and see if the county resolves this issue. Brenda told the county we might be faced with deciding on a variance on this issue and we want some direction on how the county is going to rule on this issue. Treasurer’s Report: Gary Donovan made a motion to accept the treasurer’s report. Brenda Dicken seconded the motion; it was voted on and passed. Bank Balance $673,055.52 MM Balance $19,144.61 Deposits $1,152.97 Check Written $-28,191.29 Ending Balance $665,161.81 RT Claims - Gary Donovan made a motion to approve the Rochester Township claims # 854 thru #870 for $38,267.64. Brenda Dicken seconded the motion; it was voted on and passed. JPB Claims - Brenda Dicken made a motion to approve JPB claims # 1506 thru #1528 for $8,923.83. Brian Mueller seconded the motion; it was voted on and passed. - Road Report - Lenny Laures – Lenny, Mike, Chris, Brian, and Corky attended the South Eastern Mn. Road Authorities Meeting sponsored by Olmsted County to discuss best practices in road maintenance as well as new procedures and regulations. They are starting the milling and paving next week in Cascade Township, when that is done, they will move over and do West Hill Drive. Board of Adjustment – No Meeting Planning and Zoning - No Meeting TCPA - TCPA made $1 last month. Viola Township came into the organization last month. Brenda asked the county if we could get a copy of the land use plan prior to any meeting so that the townships can review it prior to the meeting. Wind turbine towers were discussed; the local jurisdictions do not permit them. The state issues the permits for those. Because of road damages done when installing these turbines, and other township concerns; the townships are lobbying to be included in the permit process. TCPA is considering meeting with the townships to review and update their ordinances. Meeting Adjourned - Brian Mueller made a motion to adjourn the meeting at 10PM.
