ROCHESTER TOWNSHIP BOARD - MEETING MINUTES

Thursday, June 10, 2010

Board Minutes

Members Present: Gary Donovan, Brenda Dicken, Jeff Orth, Douglas Butler, Brian Mueller, Lenny Laures and Gary Swenson.

Members Absent:

Guests: Bruce Borgerding, Mike Nossif, and Deputy Val Coe

Douglas Butler called the meeting to order at 7PM.

Brenda Dicken made a motion to approve the May 13, 2010 minutes and Jeff Orth seconded the motion; it was voted on and passed.

Reports -

Deputy Val Coe - Deputy Val Coe reported on activities in Rochester Township; she had five calls regarding solicitation in the neighborhoods. Dealt with a stray dog.

Road Report -

Mike Nassif - Windsor Chase Drive – Mike Nassif said he went around the neighborhood talked to the residents to see if any of them had a problem with him operating out of his home. The only concern mentioned was one neighbor did not want the traffic going through the neighborhood and suggested that individuals visiting the business would turn around in his driveway and leave with out going through the neighborhood.

Gary Donovan discussed this with TCPA and they suggested we issue a temporary use permit with an end date.

Mark Nassif will apply for a variance and then the Board of Adjustment will have a public meeting.

Meadow Crossing Road Paying - Lenny Laures said this should be done sometime in July.

Swimming Pool Update – Brenda Dicken reported two of the fences are in and one will be put up next week. Jeff Orth suggested we get the township inspector to check the fence for compliance. There was some discussion about a building on the Hess property, that has been red tagged by the building inspector for not having a building permit. The party checked with TCPA for a permit, but can’t get one until the pool fence is in and approved.

Town Hall Carpet – Brenda Dicken reported the carpet has been installed. The orginal estimate was for $1,617.33 with adding the office $304.86. The total came to $1,982.19.

Burning Permit - Jeff Orth suggested we go with a burn permit for a year. Jeff said DNR is giving burn permits for the year. The consensus was we could continue the process as is with the option to extend it for a year ( to the end of the calendar year).

The process would be as follows--prior to using a burn permit you have to call the fire department informing them of the fire.

Citizens Against the By-Pass - The township’s position will be to stand on the sideline with no position one way or the other as a board.

Paving in 2010 - Will be doing Greenbriar and Historic Hills and a small area in Weather Hills Area when Meadow Crossing Road is done.

Sign Requirements - Lenny Laures said that Mike Sheehan had a meeting on Sign Replacement Program. Signs posts have to be 3 foot lbs weight and can be on one post if they are 30” by 30”. Our decision needs to reflect what kind of a replacement schedule we should adopt. Should we do 25% a year or all at once? We have to have our plan done by 2012, Lenny suggested we start with an inventory.

Gary Donovan made a motion that we have Lenny inventory our road signs this year. Brenda Dicken seconded the motion; it was voted on and passed.

Planning and Zoning - Gary Donovan updated the board on their last meeting.

Treasurer’s Report: Jeff Orth made a motion to approve the Treasurer’s Report. Gary Donovan seconded the motion; it was voted on and passed.

Rochester Claims – Brenda Dicken made a motion to approve the Rochester Township Claims # 995-1009 for $21,662.94. Brian Mueller seconded the motion; it was voted on and passed.

JPB Claims – Gary Donovan made a motion to approve the JPB claims #1774 – 1798 for $12,123.68 Brenda Dicken seconded the motion; it was voted on and passed.

Road Report – Lenny reported they have mowed our township once, worked on the weeds, road rock was hauled last week, and chloride will be in next week.

Board of Adjustment – No meeting.

Planning and Zoning meeting – Next week.

Headwall Study - It was discussed and will be looked at in the Planning and Zoning Commission and compared with their Transverse Slope Document.

TCPA - Brenda Dicken reported that TCPA lost money (about $1,000) last month. The state of Minnesota is adding a surtax for all our building permits (because we use the state building code), TCPA has no choice to but raise their fees to cover the state surcharge.

Storm Water Report - Brenda Dicken reported she did the Storm Water Annual Report.

Brian Mueller made a motion to adjourn the meeting at 9:45PM. Jeff Orth seconded the motion; it was voted on and passed.
