ROCHESTER TOWNSHIP BOARD - MEETING MINUTES

Thursday, June 9, 2011

Board Minutes

Members Present: Gary Donovan, Jeff Orth, Brenda Dicken, Douglas Butler, Lenny Laures, Brian Mueller, and Gary Swenson.

Members Absent:

Guests: Deputy Val Coe, Art Reckinger, Steve Nickels, Bruce Borgerding, and Homer Tompkins.

Gary Donovan called the meeting to order at 7:00 PM.

Minutes – Jeff Orth made a motion to approve the May 12, 2011 minutes. Douglas Butler seconded the motion; it was voted on and passed.

2010 Audit Report - Jason Boynton, Auditor from Smith Schafer & Associates, LTD presented the Rochester Township 2010 Audit. There were no significant issues with the audit and the financial information was presented in conformity with U.S. generally accepted accounting principles.

Brenda Dicken made a motion to accept the Audit as presented. Jeff Orth seconded the motion; it was voted on and passed.

Home Thompkins – Homer Thompkins asked the board if he could join two lots together and sell them to one buyer. The board did not have a concern with doing that, but said it would have to go to Planning and Zoning for their recommendation.

Lenny and Gary will work on the final accounting of Meadow Crossing Road and when their done they will call a meeting with Homer Thompkins, Gary Donovan, and Jeff Orth.

McGhie and Betts Final Bill - Douglas Butler made a motion to pay McGhie and Betts an additional $1,703 to complete the contract. Brenda Dicken seconded the motion; it was voted on and passed.

Deputy Val Coe - Val Coe reported on activities in the township during the past month.

Headwall Meeting Review – Douglas Butler said the meeting was attended by about 5-6 concerned residents. They were told that Planning and Zoning will discuss this issue at the next meeting. The meeting will be held Tuesday. June 14, 2011 at 7PM.

Douglas Butler made a motion that P&Z develop an ordinance proposal to replace our existing headwall ordinance. Brenda Dicken seconded the motion; it was voted on and passed.

Lenny reported on bids on 31st Ave. Lenny reported he received three bids for using a hoe to clean the ditch on 31st Ave. SW. They were as follows: $4,400 Lampland, $1,440 Lewis, and $2,200 for Braaten.

Road Report - Lenny reported on road activities, they are working on trimming trees. Chris and Mike are going to take vacation next week. Also, next week he will have work started on 31st Avenue.

SWPP – Annual Report - Brenda informed us that the report is due by June 30th. She will work with Gary Swenson and Gary Donovan on filing the report.

Westhill Drive Maintenance Agreement - Brenda reviewed the developer’s agreement and found out we can put a lien on the property.

Township Fire Service - Douglas Butler, Jeff Orth, and Lenny Laures attended the Fire Service Meeting. Our township valuation was up, so our cost will go up for our township, but as a total the costs are staying the same or going down for all the other townships.

Treasurer’s Report - Douglas Butler made a motion to approve the Treasurer’s report. Brenda Dicken seconded the motion; it was voted on and passed.

RT Claims - Douglas Butler made a motion to approve the RT claims # 1971- 1982 for $39,611.86. Jeff Orth seconded the motion; it was voted on and passed.

JPB Claims - Brenda Dicken made a motion to approve the JPB claims # 2083 - 2106 for $10,336.25. Brian Mueller seconded the motion; it was voted on and passed.

Summer Picnic – August 18th was set for our summer picnic. Brenda Dicken and Douglas Butler will order supplies.

Bd of Adj – No meeting

P & Z - No Meeting

TCPA - Lenny reported on the TCPA

Sign Replacement Agreement – Olmsted County sent all townships in the county an agreement to participate with the Olmsted County Public Works in hiring a firm to inventory and evaluate the signs in our township. Douglas Butler made a motion to participate in the agreement with the Olmsted County using RM, Inc. to evaluate and inventory our township signs. Brenda Dicken seconded the motion; it was voted on and passed.

Brian Mueller made a motion to adjourn the meeting at 9:30 PM. Douglas Butler seconded the motion; it was voted on and passed.
