ROCHESTER TOWNSHIP BOARD - MEETING MINUTES

Rochester Township

Board Meeting

March 8th, 2007 @ 7 PM


Members present: Brenda Dicken, Brian Mueller, Gary Donovan, Lenny Laures, Gary Swenson, and Jeff Orth. Absent: Douglas Butler


Guests: Gary Pedersen, Michael Gowen, Deputy Valerie Coe, Stanley & Millie Dee

Gary Donovan called the meeting to order at 7:02 PM


Jeff Orth made a motion to approve the minutes as presented. Brenda Dicken seconded the motion; it was voted on and passed.


Brenda Dicken made a motion to approve the January 31 and February 20, 2007 meeting as presented. Jeff Orth seconded the motion; it was voted on and approved.


Gary Donovan said that he received a note from TCPA that Mr. Mazula contacted them and wanted us to make a clarification on the conditions on the Ivy Lodge Conditional Use Permit. Condition # 3 says 16 adult women. The discussion at the meeting was referring to 16 adult women residents/patients. Brenda Dicken made a motion that we clarify the intent of the language of condition #3 to mean adult women residents/patients. Jeff Orth seconded them motion; it was voted on and passed.

Head Wall Study - Michael Gowen from McGhie and Betts reviewed the Transverse Slope Obstructions in Township Right-of-Way report. Gary Pedersen suggested that we include this in the driveway access permit process. It was suggested that we take this report and compare it with the one TCPA and one the county is working on. When our ordinance is written we will have Michael Gowen work on the next phase to inventory the head walls in the township.


Metes and Bounds - Gary Pedersen presented a Metes and Bounds subdivision request for Stanley Dee. Jeff Orth made a motion to approve the Dee’s Metes and Bounds request. Brian Mueller seconded the motion; it was on voted and passed.


Ordinance Moratorium – Gary Pedersen suggested that we put a moratorium on any additional conditional use permits in residential zones. Jeff Orth made a motion that we approve zoning ordinance 07-01. Brenda Dicken seconded the motion; it was voted on and passed. See TCPA letter addressing issue 2/28/2007.


Mayowood Quarry - Gary Pedersen said they have received a notification from the new owners of the Mayowood Quarry saying they are planning to continue the operations of the pit. There is not a conditional use permit for the quarry, as it was in operation prior to our Township ordinance dealing with gravel pits. Brenda Dicken suggested that we contact the new owners and try set up a meeting to discuss some regulations to protect the residents that live around the pit. Brenda is going to follow up on this issue with TCPA and the new owners.


Capital Trip Review - Brenda Dicken and Gary Donovan updated the board on the trip to the Capital with the Winona group to lobby for township concerns.

Treasurer’s report -Jeff Orth made a motion to approve the treasurer’s report. Brenda Dicken seconded the motion; it was voted on and passed.

 

Rochester Town Claims: Jeff Orth made a motion to approve the claims # 384 – 398 for $17,013.72. Brenda Dicken seconded the motion; it was voted on and passed.

 

JPB Claims - Jeff Orth made a motion to approve the claims # 752 – 773 for $14,598.47.  Brenda Dicken seconded the motion; it was voted on and passed.  Brian Mueller abstained from voting.

 

Maintenance Supervisor’s report -  Lenny Laures said they have had a tough month; two trucks were damaged in service, damaging the wings.  Lenny backed into the sand bunker and bent his sander on his truck.  Lenny said they had to order some additional salt/sand for the balance of the year.    The new Bobcat is in the garage and new mowing tractor is on its way and should be here in a few weeks.  Oronoco Township has contacted Lenny about mowing this summer. 

 

Annual Meeting -  Election judges are selected and the newsletter has been sent out.

 

TCPA -  Brenda Dicken reported on the last TCPA meeting.

 

LGA -  Brenda Dicken will be sending out a newsletter. 

 

Planning and Zoning -  Nothing to report on.

 

NPDES status -  Brenda Dicken and Arlen Heathman are working on the annual report.

 

Other Business

 

Board of AuditBrenda Dicken made a motion that we approve the board of audit pending some additional verification of field work done by Jeff Orth on March 9, 2007 at 9AM.  Jeff Orth seconded the motion; it was voted on and passed.  

 

Meeting Adjourned:  Brenda Dicken made a motion to adjourn the meeting.  Brian Mueller seconded the motion and it was voted on and passed.
