Board Minutes

Members Present: Gary Donovan, Brenda Dicken, Douglas Butler, Brian Mueller, Jeff Orth, Lenny Laures and Gary Swenson. Members Absent: Guests: Bruce Borgerding and Deputy Val Coe

Jeff Orth called the meeting to order at 7PM Minutes – Douglas Butler made a motion to approve the December 10, 2009 minutes. Gary Donovan seconded the motion; it was voted on and passed.

Deputy Report – Deputy Val Coe reported on activities in Rochester Township this past month.

MN pollution Control Audit - Brenda Dicken reported that our MPCA audit went well on January 12th.. The board discussed some preliminary action we could take in regards to storm water ponds in the township other than an inventory of ponds.

Land Use Plan - Brenda Dicken and Lenny Laures updated the board on recent changes that might happen with replacing old wet lands in agriculture areas.

Drifens conditional use plan – Gary Donovan updated us on current status of the facility. We are working with Roger Ihrke (TCPA) on the next step.

Update on Swimming Pool Issue - Brenda Dicken reported that Phil Wheeler noted he cannot grandfather in any exceptions to the swimming pool ordinance. It sounds like the ordinance will probably stand as written.

Employee appreciation dinner – Douglas Butler said the annual Appreciation Dinner would be January 22nd at 6 PM at the Willow Creek Golf Course.

West Hill Drive - Brenda Dicken submitted a letter to the board to bill Roger Carlsen’s addition for the road maintenance of 13 lots on West Hill Drive for $4,068.74. Brenda made a motion that we send out the assessment to Roger Carlsen for $4,086 for the maintenance of West Hill Drive. Douglas Butler seconded the motion; it was voted on and passed.

TREASURER's REPORT

Treasure’s report – Brenda Dicken made a motion to approve the treasure’s report. Douglas Butler seconded the motion; it was voted on and passed.

Rochester Township Claims – Brenda Dicken made a motion to approve the claims #924 – 939 for $36,149.64. Gary Donovan seconded the motion; it was voted on and passed.

JPB Claims – Gary Donovan made a motion to approve the JPB claims # 1641 – 1671 for $33,660.45. Brenda Dicken seconded the motion; it was voted on and passed.

Maintenance Supervisor report – Lenny Laures reported that everything went great without incident with the new road employees. It was neccesary to replace the front door locks at a cost of about $350 each. He will keep the existing locks for parts. The new locks are stronger than the old. He received a call back from Mack on our new 2010 truck saying they are no longer making 2010s and if we stick with the Mack we will have to go with a 2011Mack. There will be a special JPB meeting to discuss this purchase.

TCPA – Brenda Dicken reported they lost less money than they had thought they would in 2009. The cash on hand is sufficient to carry them for a few months.

Reorganization, Budget & Audit meeting – Township audit will be at 6PM February 2nd. Douglas Butler & Gary Donovan will audit the books. At 7PM we will have the reorganization and budget meeting.

Douglas Butler made a motion to adjourn the meeting. Gary Donovan seconded the motion; it was voted on and passed.
