ROCHESTER TOWNSHIP BOARD - MEETING MINUTES

Date - Thursday, January 13, 2011

Board Minutes

Members Present: Gary Donovan, Brenda Dicken, Jeff Orth, Douglas Butler, Lenny Laures, Brian Mueller and Gary Swenson.

Members Absent:

Guests: Deputy Val Coe, Bruce Borgending & Gary Pedersen

Minutes – Brenda Dicken made a motion to approved minutes as corrected. Jeff Orth seconded the motion; it was voted on and approved.

Old Business –

Snow removal agreements - Gary Swenson reported three are in and waiting for Dr Vasdev. Jeff Orth made a motion to stop plowing the road until we get a signed agreement back. Brian Mueller seconded the motion; it was voted on and passed.

Ivy Lodge - Gary Pedersen has been getting calls from people interested in purchasing Ivy Lodge depending on options for use. He is here to get ideas from the board to see what the board would accept. Currently it is zoned R1.

Zoning Update - Gary Donovan presented a first draft of the Rochester Township Zoning Ordinance Revision, with updates and some of the new ordinances.

Here are some changes that are being considered:

Conditional Use Permit- Added wording to allow an interim use for a specific period of time.

Policy for keeping chickens - RA (5 acres) can have up to 50 chickens, R1 up to 10 chickens no roosters.

Small Wind Generated Units are allowable with proper set backs in all zonings.

Recreational and commercial sections have been rewritten.

Commercial Service District has a little more detail.

Agriculture - Commercial District rewritten.

Article 10 – section on small home business expanded.

Next Planning and Zoning will look at this next and have a public hearing.

Deputy Valerie Coe - Issued two tickets for dogs running loose and also updated township on other incidents in township.

Headwall Letter - Still being drafted.

MPCA Fee - New Permit Application - Jeff Orth made a motion to send in the application without the funds, saying we have not budgeted for this on unfunded mandate. Brian Mueller seconded the motion; it was voted on and passed.

Treasurers Report - Gary Donovan made a motion to approve the Treasure’s Report. Brenda Dicken seconded the motion; it was voted on and passed.

TREASURER's REPORT- December 2010

Claims - Jeff Orth made a motion to approve Rochester Township claims #1117 thru 1923 for $ 164,655.33. Brenda Dicken seconded the motion; it was voted on and passed.

JPB Claims - Brenda Dicken made a motion to approve the JPB claims # 1940 – 1976 for $46,837.49. Gary Donovan seconded the motion; it was voted on and passed.

Road Report - Lenny Laures reported on the snow activities for the last month. We used the supply of salt/sand that was in stock, and ordered about half of our salt/sand requested for the year.

Board of Adjustment –No meeting. Next meeting January 26th.

P & Z Commission – No meeting – next meeting February 8th.

TCPA – Brenda Dicken reported on the meeting. Jeff Orth made a motion to adopt the new TPCA Fee Structure. Brenda Dicken seconded the motion; it was voted on and passed.

Meeting Adjourned - Brian Mueller made a motion to adjourn the meeting at 9:31 PM. Gary Donovan seconded the motion; it was voted on and passed.
